Measure A Facilities Oversight and Advisory Committee Citizens' Oversight Committee Gives Community a Voice in School Facilities Planning On November 5, 2002, the residents of the San Ramon Valley passed Measure A, a $260 million School Facilities Bond authorizing the San Ramon Valley Unified School District to renovate, upgrade, and expand local schools, providing safe, modern classrooms and relieving overcrowding at existing schools. Concurrent with the passage of Measure A, the voters of California passed Proposition 47, a statewide General Obligation Bond that awards funds to school districts throughout California for school modernization and new construction. In order to receive State funds, school districts have to provide a local match. Once the 2002 state funds for modernization were exhausted, the voters of the State were called on once again to help fund adequate school facilities for California's students resulting in the 2004 passage of Proposition 55. The District has received over $40 million in State funds, and is aggressively seeking additional modernization funding in the amount of $14 million for Measure A projects. State law requires that Measure A, a Proposition 39 Facilities Bond, has a citizens' oversight committee that conducts independent financial and performance audits to ensure funds are spent specifically on school improvements. The Measure A Facilities Oversight and Advisory Committee was appointed by the Board of Education in January 2003. The Committee, commonly referred to as the "FOAC," meets monthly and is charged with the following:
Through this committee, the community as a whole is able to participate in the process of reviewing school facilities and planning for the future. The committee began its work in February 2005. Regular meetings are held once a month on Tuesday evenings. The FOAC is an official Board oversight committee; as such, committee meetings will be open to the public and subject to all provisions of the Brown Act.
